General description of the collection: The Charles E.N. Howard, Sr., papers include miscellaneous papers (promotions, transfers, details, and assignments to duty) covering Howard's career. Little material is available on his early service (1898-1902) or his final tours after 1923, though an important letter from senator J.C. Borrows of Michigan apparently relating to the initial commissioning of Howard is included. Most items are on his duty with various Coast Artillery Companies (19th, 35th, 36th, 55th, 61st, 73rd, 118th, 119th, 139th, and 141st), 1902-1908 and 1912-1916. Material on his service with the Paymaster Department (1908-1912) and with the Quartermaster Corps (1916-1921) is also included. The latter duty included service with the 2nd Provisional Division and the post of El Paso on the Mexican Border, with the Office of the Chief Quartermaster, American Expeditionary Force (AEF) in France, and with the Philadelphia Supply Depot (1919-1921). Material for this period includes his inspection reports (1918-1919) and his diary (January-May, 1919). Considerable routine documents are available for his service with the Coast Artillery at Fort Williams (1921-1922) and with the ROTC detachment at Howard University (1922-1923).
